[freeside-users] FS4.1 Git Unknown Payby when recharging.

Testing 4.x from Git. Package is usage limited with annivesary billing. I
get "unknown payby" when recharging the package. Customer has a dummy
credit card and real time processing is off.

I would expect the normal behaviour would be to recharge and invoice the
customer, what can I be missing? Also some of the FS services give the same
error when starting.
