[freeside-users] Apache not running

Did you run 'make install-apache' during the installation process. That
is what replaces %%%MASON_HANDLER%%% in the freeside.conf script with
the actual mason handler program. This is based on my experience with
2.3 so it is possible to have changed in a different version of freeside
(although unlikely).
