I don't have a lot of time to help in depth, and I'm not sure I 
understand fully what you're saying, but from what I can tell, your 
issue relates to not having setup RT permissions, not any problems or 
issues with the build.

Employees need to have OwnTicket to be assigned a ticket, access to the 
appropriate queues.

Configuration -> Ticketing -> Global -> User rights / Group rights
Configuration -> Ticketing -> Queues -> (queue) -> User rights / Group rights

Refer to the base RT documentation for information on RT permissions.
