[freeside-users] Invoicing Fee

Does anyone know if there is a way to charge for paper invoicing?  I 
have set up recurring service right now but am getting complaints from 
people that pay sporadically in advance.  What I really want is 
something that only charges an invoice fee if a paper bill is generated.

I don't mind writing it myself, just don't want to go to the effort if 
the functionality already exists.
