[freeside-users] qsearchs not exported

I recall there being some weird dependency ordering with msgcat.pm and
Msgcat.pm (look at the qsearchs stuff in Msgcat.pm), but it was fixed
ages ago for me.
A full stack backtrace may be useful. Add "SetEnv PERL5OPT
MCarp=verbose" to your Apache config and post the full backtrace.
