Rob,

I believe you're only supposed to execute the CGI scripts, not access 
the .html files directly; they're templates that the CGI scripts 
interpret.  As the page you cited say, "Useful "entry points" to link to 
are:

     * signup.cgi - Signup
     * selfservice.cgi - Customer self-service ..."
