Thanks for pointing out the specific part of the UI that has a 
localization problem.

The module code and automatic payments don't have any problem with 
out-of-default-country cards, but I see the manual processing page in 
the backend does.

You can fix this by editing httemplate/misc.payment.cgi.  I look forward 
to receiving your patch!
