Hi.
As I am unsure of your experience level, I have a few basic suggestions:
Have you tried adding/editing the service on another PC?
have you tried restarting apache and the freeside daemon?
have you tried restarting your Database Engine?

I installed a freeside billing systen, and it previously worked normal.But something has just changed.Whe i try to add or edit the service, it says SERVER PROCESSING JOB and it hangs. What could be the solution to this?
