[freeside-users] Adding svc_external as the first package (new customer)

How can I add svc_external items from
https://freeside/edit/cust_main.cgi ?  If I don't have the customer
number (because it doesn't exist yet), I can wait for periodic checks
to see if a customer subscribed with the svc_external details I preset
(by id or title).
