There's a signup option to select your state off an imagemap; see 
fs_selfservice/FS-SelfService/cgi/stateselect.html

If you'd prefer your own state selection, you can also pass the 
"init_popstate" parameter to signup.cgi: "signup.cgi?init_popstate=CA"

It would be slick to re-write the POP dropdowns to retreive POPs 
on-the-fly with XMLHTTP/AJAX magic; I'd like to do that at some point.
