Delaying Welcome Mails

Hi.
I have cron updating /etc/passwd and /etc/shadow every 15 minutes.
My mail setup is like this :
Postfix -> Xamime content Scanner -> Postfix -> Local Mailbox (if user exists)
Problem is that postfix (because of the content scanner) accepts all e-mail, and only sends bounce 2 seconds later if mailbox doesn't exist,
so it doesn't reject the mail straight off the bat.
The problem is that when i create a user on Freeside, it sends the welcome mail, postfix accepts it (but then bounces it later for no user).
I am looking for a way to stall freeside from sending the welcome e-mail, (at least for 15 minutes) to give it time for the passwd files to be updated.
Anybody have a clue on how to do this,
or should I be looking for another mailserver (sendmail!,courier,qmail??)
Also what is the best mailserver to use for freeside to manipulate Virtual Mailboxes?
