If there is no tax rate specified, or you reset the counties tax rate 
back to 0, the "collapse states" will appear as a hyperlink and will 
erase the counties which were entered. As long as this was done with the 
separate by whitespace option.
I cannot expand the state since the error because the text which was 
entered has been placed in the county column. The taxnum for NM has been 
deleted (which was 3768) and was replaced with 3985.
I am using version 1.5.7 on a Dell Poweredge 750 with 512 MB of RAM. 
Apache 1.3.3 and Postgres 7.8. I am using a Firefox browser version 1.0.7
