One last issue (I think).

How can I allow root to start the fs_passwd_server

fs_passwd_server complains about not being the freeside user so how do
I work around this so that the server can be started automatically via
rc.local when booting.

I'm not interested in the init scripts though, just issuing the command
from rc.local (which means allowing root to start it).

The command from rc.local should be '/usr/local/bin/fs_passwd_server
freeside 192.168.76.2'
It is from here that freeside_queued is started.
