Custom packages

[TSS Support]

We updated from our working 1.4.1 setup to 1.5.0pre5 and apart from a few
permissions things that I got worked out, everything seems to be hunky-dory.
However, when we try to customize a package it kicks back the following:

 Error: ERROR: duplicate key violates unique constraint "part_pkg_pkey"

This seems to be something simple but I just can't wrap my head around it.
Did someone run into this already? I couldn't find so in the list archives.
