odd install

I have an install which seems functionally fine in everyway.  The version is
1.5.0pre3. I go to View/Edit service definitions, then add new service
definitions.  After filling out this page completely I get this error:
Error: Illegal or empty (text) (error code illegal_or_empty_text) svc:

What is very odd is that nothing is coming up in the Export labeled table.
On my other installation it comes up, also 1.5.0pre3.  I figured this is
probably where the missing fields are coming from, but what would cause this
area not to show up?
