odd install part II Fixed so I will share

It turns out the perl CGI.pm module that was release on January 19th or so
is incompatible with Freeside 1.5.0pre3.  Just thought I would let everyone
know, when installing Freeside 1.5.0pre3 using perl modules from CPAN, 2
modules will need to have backed down versions PostgreSQL perl drive or
PG.pm and the Perl CGI package or CGI.pm.  Happy installing.
