[freeside] Strange issue

Ok, I used the apachetoolbox, really cool, now server is (from ENV):

SERVER_SOFTWARE = Apache/1.3.29 (Unix) mod_perl/1.29 mod_ssl/2.8.16
OpenSSL/0.9.7d


and it is acting the same way.  I redid Bundle::Apache::ASP to see if that
was it, but no luck.  The POST information is somehow getting lost.  Any
insight would be appreciated.
