3 month billing question...

I have a few clients that I bill every 3 months...

But yet they still show up when I run a report as  owing monthly still... 

The clients next billing date is 10/15/03
yet he shows up a billing run I made on  8/15/03

I mean if I have the client set at 3 for recurring billing should he not show up on the 3rd month date as owing money rather than each of those 3 months?



I hope I have not confused anyone?
