TAX ISSUE

I am using 1.5.0pre3.  there is an issue with freeside charging TAX on packages that it shouldnt ... I have a TAX locale set for 0% on anything  $25 and under. When I cancel one package and order another (when the user changes packages) it adds an erroneous TAX charge that makes no since. I have pasted the section of one of the invoices that is incorrect below.....
