separate iteration of Apache?

Hi,

I am a bit confused by the installation requirement to "run a separate
iteration of Apache". I could not find any help on this. Probably everyone
but me gets it.

Does this mean that I need to dedicate a unique IP, have a httpd.conf with
user freeside and start another apache using this httpd.conf, probably
using -f . Could I just use a different port? Is there a relatively normal
way of doing this?
