FW: installation problem at bin/fs-setup <username>

Hello:
 
I am trying to install freeside 1.4.0, following the directions as
documented in httemplate/docs/install.html
 
My Configuration is -- 
RH 7.2,    
Apache 1.3.27-1.7.2
Freeside 1.4.0
Postgres 7.1.3-4bp.2,  
Perl 5.6.1,  
DBI 1.35,  
DBD-Pg 1.21
Apache::ASP 2.51
 
I have also installed all the required perl-modules (including their
pre-requisites as required) as mentioned in the installation
documentation.
 
I followed all the instructions till "bin/fs-setup".
 
As soon as i carryout 'bin/fs-setup <username>' , and come till here -- 
 
    Do you wish to enable the tracking of a second, separate
shipping/service address? : [y/N] : N
 
it gives me the following error:
 
    use of uninitialized value in concatenation (.) or string at
/usr/lib/perl5/site_perl/5.6.1/i386-linux/DBI.pm line 577
    DBI connect ('host=localhost:dbname=freeside;'freeside',......)
failed: at /usr/lib/perl5/site_perl/5.6.1/FS/UID.pm line 88
    DBI->connect error: connect DBStart() --connect() failed: connection
refused
 
I have already tried to install from scratch (including reinstalling the
whole system again) twice.
 
Note: instead of using /usr/local/etc/apache/htdocs, i used the
directory /var/www/html, if that will make a difference.
 
Please advice, where I could be going wrong.
