problem installing

hi,
iam trying to install freeside 1.4.0.
the problem iam getting when i enter
%bin/fs-setup sales (that's the user i created)
it says:
Can't get secrets: No such file or directory at
/usr/lib/perl5/site_perl/5.6.1/FS/UID.pm line 238.

My setup details are as follows:
Operating system:Redhat linux 7.3
Apache::asp 2.39
Apache 1.3.26
Postgresql 7.2.1
mod_ssl 2.8.9
mod_perl 1.27

What could the error be?
When installing the perl module DBD::Pg,when i do 'make test'
it's skipping all the tests except one(i.e t/basic).could that
be the reason?if so what's the remedy?
