Incomplete Package List on Customer Add Page

I'm having a problem when assigning a package to a new customer. If a
new customer record is created, the list of initial packages that may be
assigned is incomplete. For some reason, about a third of the defined
packages just will not show up in the "First Package" list. If you
assign another package (or choose "none"), then go back to the customer
record (Customer View), the complete list is available and the correct
package may be assigned using "Order Package" or "Order and cancel
packages". Is this something that is fixed in 1.41?

I'm using Freeside 1.4.0 on RedHat Linux 7.3 with PostgreSQL 7.2.1 .
