Help with problem after Installing

Hi,
I am using freeside 1.3.1 on redhat 7.3 with postgresql version () I have installed all the modules mentioned on the installation page I am not running ssl with apache. I copied the directory to document root of the http server I get the main page but when I try to access the New customer I get the following error.

Software error:
fatal: Can't get REMOTE_USER! for cgi CGI=HASH(0x80fbb0c) at /usr/lib/perl5/site_perl/5.6.1/FS/UID.pm line 189.
