invoice_template

Hi,
Looking at the installation instructions, I can't see where invoice_template 
from the ~/freeside/conf/invoice_template must go. I have it in two places 
in /www/data/freeside  .... top level and in misc/  . 

When clicking on 'new customer' the web browser comes back with: 

cannot load config file invoice_template at 
/usr/local/lib/perl5/site_perl/5.005/FS/cust_bill.pm line 24.
