The entire file is commented out !

I changed the line:
#tcpip_socket = false    ==>  tcpip_socket = true

with the same result of:
 [y/N]:N

Isn't that the same thing, as the conf file states:

/var/lib/pgsql/data/postgresql.conf
# The commented-out settings shown in this file
# represent the default values.
