[freeside] Trouble with new installations

You need to setup Apache user authentication as documented in
htdocs/docs/install.html:

  * Restrict access to this web interface. (with Apache)
    http://httpd.apache.org/docs/misc/FAQ.html#user-authentication

And again in htdocs/docs/config.html

  * Setting up Apache user authetication
    http://www.apache.org/docs/misc/FAQ.html#user-authentication is
    mandatory.
