[freeside] Password lengths (again)

Sorry, thought you were trying to be a Bastard operator from Hell.  The 8
character thing doesn't seem to work on newer flavors of Linux.

But, the svc_acct.export script allready is setup to only crypt 8
character passwords, this wouldn't be hard to change to fit your needs.
