odd error with 1.3.1

Ok, same thing... I upgraded to 1.3.1 per the instructions at sisd.com, and
now when I click on "bill now" when browsing customers... I get:

Error processing your request
Your request could not be processed because of the following error:
7 for customer #1

I also attempted to create a new user... so I could make sure its not a
problem with existing user, and got this (yes, all required fields were
filled out):

Error: 7

Anyway... this would lead me to believe something could be going wrong. What
is this mysterious error '7'?
