[freeside] freeside demo setup scripts

These files are included in the distribution.

test/cgi-test was used to populate the database initially. 

fs_webdemo/register.cgi and fs_webdemo/registerd.Pg are used to register
people.

This stuff all only works with 1.3.1, but you'll need the fs_webdemo/
stuff from a current snapshot.
