You need to setup Apache authentication as specified in
htdocs/docs/install.html:

Restrict access to this web interface. (with Apache
<http://httpd.apache.org/docs/misc/FAQ.html#user-authentication>)

I took over maintenance of Business::CreditCard from Jon Orwant and
uploaded version 0.22 to CPAN on February 1st.  This version fixes the
historic installation problems with Business::CreditCard.  If your CPAN
mirror is not up to date, try
