FWIW, DBI/DBD runs on Win32, as do most modules. The Freeside libraries
would probably need a little work.

Nope, it isn't worthwhile to create such a beast when you could use
RPC::pServer and RPC::pClient from CPAN. An excellent idea, given that
with those tools it's now only a little bit of work.
