[freeside] signup.cgi errors

I also tried the signup.cgi from the stable release with the same results.

no, I am running them on the same machine. This is not a production
environment I'm simply tring to test the software at this point.

fs_signup_server starts without any complaints and a quick look at the
running processes shows that it ssh'd in and ran /usr/local/sbin/fs_signupd
