As far as I can tell, you're trying to import a passwd file that contains
blank shells.

If you don't want to do that, you can fix the passwd file.

If you _do_ want to do that, you need to put a blank line into your shells
configuration file to allow blank shells.

That nifty new verbose error message was suggested by someone on the list
who I can't recall right now (sorry!), and really seems to have helped. 
Any other new error message suggestions are welcome.
