Error: Illegal country

[Bao C. Ha]

I grab the current snapshot of freeside and set it up.  When I try
to add a new user to test it, I get the following error:

Error processing your request

Your request could not be processed because of the following error: 

Illegal country 

Hit the Back button in your web browser, correct this mistake, and try
again. 

The State/Country is set to GA/US.

Appreciate any suggestions/comments.
