signup server (with api)

Hey...

Just checked a (hopefully) working signup server into the fs_signup
directory.  Check it out from CVS if you feel so inclined.  There's
_really_ rudimentary documentation but after you have it installed you can
do `man FS::SignupClient' for the signup server API documentation.
