[freeside] First Time Edit of Tax Rates

If I have a free machine anytime soon, I'll try to do that.
Unfortunately, all of our billing systems are not quite up and running
fully due to data import problems, and since I have no desire to destroy
my existing tables, I will have to wait until I have the time and
computers to try to reproduce the problem.
