Problem wiht running bin/fs-setup

Looks like DBI isn't installed correctly.

The current versin of DBI is (at least) 1.06.  Try the current version
from CPAN:

  perl -MCPAN -e 'install DBI'

Once DBI and your DBD are installed and pass `make test', you should be
able to run fs-setup.
