Bad header

When I go and try to edit pops, packages and anything else, and click on apply changes the next
screen
is an internal server error.

The apache logs have

CounterFile.pm: Ambiguous use of {value} resolved to {"value"} at
/usr/lib/perl5/site_perl/File/CouterFile.pm line ....... (repeats about 7 times)

Then after this has finished repeating:
[error] malformed header from script. Bad header=HTTP/1.0 302 Moved Temporarily:
/usr/local/apache/htdocs/edit/process/svc_acct_pop.cgi

does anyone know why this is occuring?
