What OS are you running?  Some of the less modern OS's do strange things
with setuid scripts because they couldn't handle them properly in the
past.  You may need to enable Perl's setuid emulation on those.

People have also suggested running your web server as the freeside user,
or using Apache's suExec or cgiwrap or a similar utility to execute the
cgi's as the freeside user instead.
