The documentation still needs a lot of work.  Sorry to confuse you.

You need to setup authentication in your web server.  In the simplest
configuration, you create an ht_passwd file (similar to your /etc/shadow
file) and put the valid users and their encrypted passwords in there.  You
can also compile mod_auth_mysql or mod_auth_msql or mod_auth_dbm or one of
many mod_auth_* modules into Apache and authenticate out of a database or
dbm file.
