Freeside installation problem

I am trying to install Freeside, and keep geting the following
errors:

Can't locate File/CounterFile.pm in @INC (@INC contains:
/usr/lib/perl5/i686-linux/5.00464 /usr/lib/perl5
/usr/lib/perl5/site_perl/i686-linux /usr/lib/perl5/site_perl) at
/usr/lib/perl5/site_perl/FS/Record.pm line 45.
BEGIN failed--compilation aborted at /usr/lib/perl5/site_perl/FS/Record.pm
line 45.
BEGIN failed--compilation aborted at
/usr/lib/perl5/site_perl/FS/part_svc.pm line 12.
BEGIN failed--compilation aborted at ./fs-setup line 17.

I have tried to reinstall the latest version of Perl, MySQL,
all of the required modules.  It still does not work.

Appreciate any comments/suggestions.
