With regard to the tax rate editing, it seems to me that folks would 
probably only edit one country at a time, so a good first step to making 
the rate editing more usable might be to have the edit page only display 
one country at a time, and the view page contain an "edit" link for 
each country instead of one at the top...  just an idea
