svc_domain

In the Administration documentation, you are told to add a svc_domain
service.  Then you add a customer with this service to create a svc_domain
record and this domain becomes available to other services.  Is there a
reason the svc_domain record is not created when the domain service is
created?  What is the reasoning for creating the customer with this service?
Just curious.
