Hi B:OPers, happy 2015!

Business::OnlinePayment 3.04 has been released, including a common 
specification for supporting partial authorizations and other 
documentation updates.  See the notes_for_module_writers_v3 file.

I've also released Business::OnlinePayment::vSecureProcessing, a new 
gateway module that implements partial auth.

We certainly welcome contributions adding this support to other existing 
gateway modules too.  :)
